Our services

  • Transitional Housing

Historically, At Jacob’s Well’s Transitional Housing Program has been a scattered site program. Residents live in one of seven ordinary row houses located in the Charles Village and Remington neighborhoods of Baltimore City.

Our Transitional Housing Program was originally scheduled to be phased out by the end of 2025, but with the change in administration in Washington, DC, we will continue to serve our transitional clients into 2026. Existing residents will be transitioned into Permanent Supportive Housing projects, as contracts permit.

  • Permanent Housing

AJW’s Permanent Housing Program began in Fiscal Year 1999, to serve those residents of At Jacob's Well’s Transitional Housing Program who were ready for a more permanent and less structured living situation.  Only seven units originally, the program expanded to ten units in 2001. Due to a transfer of ten beds from Baltimore Mental Health Systems, the program grew to twenty units in 2005.  Clients were placed in one-bedroom market rate apartments in Baltimore City. Some of these units were leased, others were owned by At Jacob's Well, Inc. Client rents were subsidized by a Shelter Plus Care, Sponsor-Based Rental Assistance grant contracted through the city with funds flowing from HUD. Case management for the program was partially funded by a Supportive Housing Program Permanent Housing Component grant, but those funds no longer exist. Today, the staff and volunteers at AJW serve men and women in AJW-owned properties with both housing and wrap-around services to match their needs. By early 2026, we will house 34 clients in AJW owned properties.

All referrals for our Permanent Supportive Housing Program come through The Mayor’s Office of Homeless Services.
